The National Committee was established by a Council of Ministers decision in 2009 to serve as the Designated National Authority (DNA) for the Clean Development Mechanism (CDM) of the Kyoto Protocol, and to exercise the powers of the authority, and any competence contained in a future agreement on climate change. The DNA mandate was further expanded by Royal Decrees to include among other things; preparation and coordination of Nationally Determined Contributions (NDCs); preparation and submission of Biennial Update Reports (BURs) and National Communication reports (NCs); development and implementation of the Enhanced Transparency Framework (ETF); as well as Carbon Market Mechanisms. The committee is supervised by the Minister of Energy and has a membership of representatives from both public and private sectors.
